Oman completes 86.7% of National E-Commerce Plan

Oman has completed 26 of the 30 initiatives under its National E-Commerce Plan 2022–2027, with four initiatives still to be completed by 2027. The remaining work includes the national addressing system, electronic Know Your Customer (KYC) system and Makeen digital skills programme.
Nasra bint Sultan Al Habsi, Director General of Trade at the Ministry of Commerce, Industry, and Investment Promotion, stated that the National E-Commerce Plan represents a strategic roadmap to enhance the Sultanate of Oman's capabilities in e-commerce, boost its regional and global competitiveness, and support the growth of e-commerce by addressing supply and demand challenges and raising awareness among businesses and consumers.
The initiatives are aimed at improving the systems supporting online trade, including digital payments, logistics services, business regulations and digital skills. For logistics and trade companies, stronger e-commerce infrastructure can support smoother order processing, payments, addressing and last-mile delivery.
Four initiatives were completed in the second half of 2025. These included programmes to increase the use of electronic payments, a review of electronic payment transaction fees, e-commerce awareness programmes and the addition of e-commerce topics to school curricula.
Oman introduced its E-Commerce Regulation in 2023 to set rules for online businesses and protect consumers and merchants. The government is continuing work on the remaining initiatives with relevant authorities.
Between February 2024 and August 1, 2026, Oman recorded 19,260 licensed e-commerce activities. A total of 412 online stores had also been verified through the Ma’roof Oman platform. The continued development of digital and logistics systems is expected to support businesses as online trade expands across Oman.
