The UAE has begun full enforcement of its Maritime Pre-Load Cargo Information (MPCI) system, making filings mandatory from 1 October for cargo moving to, through or via the UAE. The end of the grace period means shipping lines, freight forwarders and NVOCCs must now follow the standard filing process.

The requirement is intended to give UAE authorities advance cargo information and help avoid problems during Customs clearance. Every filing must receive an ACT (Assessment Complete) response from the National Advance Information Center (NAIC). If the response is missing, the shipment record could face issues when checked at the clearance stage.

Trade Tech, which has been filing under the system during the transition period, said its customers were being supported as enforcement began. The company was certified by NAIC as an MPCI service provider in August 2025.

“From today, MPCI filing is mandatory and all filings are subject to the standard NAIC response process,” said Bryn Heimbeck, President and CEO of Trade Tech. “Complete, accurate and timely information is essential to keep cargo moving to, through or via the UAE.”

The rules also cover shipments whose UAE destination becomes known later, as well as changes to vessel routes. Companies can submit filings directly, use a managed service or connect through EDI.
