The Egyptian Customs Authority has introduced temporary transit facilitation measures aimed at easing cargo movement between Egypt and Gulf countries, according to a regulatory update shared with FIATA members.
Under Procedural Circular No. 4 of 2026, effective from 9 March for three months, indirect transit shipments passing through Egyptian ports are exempt from obtaining an Advance Cargo Identification (ACID) number. The measure applies to cargo transiting Egypt en route to Gulf destinations via ports including Nuweiba, Ain Sokhna, and Safaga, as well as shipments originating in Gulf states and moving onward globally. The exemption also covers previously detained shipments and those dispatched following recent regional disruptions, offering immediate operational relief to logistics stakeholders. Freight forwarders and shipping agents must still meet strict compliance requirements. Documentation must clearly indicate foreign final destinations, and all transit cargo must adhere to indirect transit regulations. Authorities have mandated priority processing, electronic sealing of shipments, and continuous monitoring throughout transit. Importantly, only foreign entities may act as importers or exporters, and diversion into Egypt’s domestic market remains prohibited.
The directive underscores Egypt’s efforts to streamline transit corridors and strengthen its role as a regional logistics hub.
