Egypt has signed a guarantee agreement to implement the UN-backed International Transport of Goods under TIR Carnets (TIR) system, allowing trucks to move goods across borders through a simplified customs process.

The agreement is expected to support cross-border freight by reducing customs procedures, cutting truck waiting times at ports and border crossings, and improving the movement of goods through Egypt. Under the TIR system, sealed cargo can pass through multiple countries with fewer customs checks, helping reduce delays and transport costs.

Ahmed Kouchouk, Minister of Finance, Egypt, said the agreement marks a new step in cooperation with local and foreign private sectors as Egypt works to develop its position as a regional centre for transportation, logistics, and transit trade.

The Egyptian Customs Authority will establish a dedicated department to oversee the implementation of the TIR system. The move is part of Egypt’s efforts to strengthen its role in regional transport and transit trade.

The system is also expected to support Egypt’s trade connections with Arab, African, and European markets by improving cross-border transport efficiency. The government is developing customs risk management systems to speed up cargo clearance.

According to the Ministry of Finance, transit trade through Egypt has increased by 40% since March. The country is also introducing customs and tax reforms aimed at simplifying trade procedures.
